第24条 人に関する不遡及 ―Article 24 Non-retroactivity ratione personae

1　いかなる者も、この規程が効力を生ずる前の行為についてこの規程に基づく刑事上の責任を有しない。

2　確定判決の前にその事件に適用される法に変更がある場合には、捜査され、訴追され、又は有罪の判汝を受ける者に一層有利な法が適用される。

1. No person shall be criminally responsible under this Statute for conduct prior to the entry into force of the Statute.

2. In the event of a change in the law applicable to a given case prior to a final judgement, the law more favourable to the person being investigated, prosecuted or convicted shall apply.

①　いかなる人も、本規程の発効前に行なわれた行為について、本規程に従って、刑事責任を問われない。
　②　終局判決の前に一定の事件に適用される法律に変更がある場合は、捜査、訴追または有罪判決を受ける人にとってより有利な法律を適用する。
